The caption under that graph says that satisfaction hit a high of 71% in Feb 1999, yet the graph shows '99 at about 53%. (graph doesn't go back to the low in '79.)

Unless 53% was the average satifaction level in '99 and it peaked at 71%. That's a pretty variant percentage within one year.

No no no. This isn't a "Satisfaction" graph. It's a Presidential party indicator. Positive blue line = Dem, Positive red line = Repube.

Simple.
