It was inspiring to see Michael Brown, an appointee of the "accountability administration," blame everyone but the local weatherman for his incompetence. Even Republican Rep. Chris Shays said that Brown's deer-in-the-headlights look showed he wasn't capable of doing that job.

These guys are weanies straight out of central casting (Chertoff, Brown, Bush). Future weanie presidents will make the same type of appointments. Patronage is entrenched.
The military has to lead these type of humanitarian relief efforts. People, say, on the gulf coast, will be consistently (seasonally) aware of the availability of troops to do hurricane duty. That's a nice check on overseas daliances. Honore is proof of their effectiveness- get a large, local, ass-kicker, used to things not going his way- and he'll do the job, unlike bush's fratboy weanies. Of course, some future John Wayne military type might come in shooting like it was Kent State- but the downside of not putting in place a military-first responder policy seems pretty ugly.
